What are immigrants good for?

This issue is touchy enough as it is, I dont agree with the Bill, I think all illegal citizens should be able to gain legal status (those who are in the state now), but do so with the right measures.
But an even more debatable issue is the Bush's administrations rhetoric in describing Immigrant workers...
..."He argued that a guest-worker programme would provide a legal way of matching immigrant workers with employers, giving them jobs that Americans did not want."...
whats with the hierarchy?
